Absolutely! I've seen them go out of the way to help anyone. I misplaced my shopping bag, and I had to check if I had enough time to find out before the next train, a girl used translate to tell me the way to the train stop and timing. They don't volunteer talking to you, but if you do ask, people are so willing to help.
